I practice ITF Taekwondo, and we literally separate traditional techniques and sparring techniques. A traditional turning kick for example is what we do in patterns and is great at breaking boards, but for sparring we do something totally different that is actually better in a fight. We literally kick with a different part of the foot, and even kick in a different direction (45 degrees to the side for traditional, straight to the front for sparring).

Therefore you can't really spar without seriously injuring one of the people. Making it not effective because you can't fully learn the technique if you can't practice it in real instances
